Policy Director
Julia Ketner, MPA
Julia Ketner received her Bachelor of Science in Professional Writing from Taylor University in 2016. In December 2019, she graduated with her Master’s in Public Affairs from Indiana University O’Neill School of Public and Environmental Affairs with a concentration in public management. Julia is passionate about health policy and brings to IPHCA her experience from the Indiana Family and Social Services Administration (FSSA). She served as the communications coordinator in the Office of Medicaid Policy and Planning (OMPP), communicating new and changing policies to the Medicaid provider community.
In addition to her work in the Medicaid office, Julia served as the Deputy Director of Communications for the Indiana Professional Licensing Agency (IPLA), answering media requests, drafting press releases, and coordinating agency marketing materials. During the Indiana legislative Session, she assisted the IPLA legislative director in drafting and distributing policy updates, reporting on committee meetings, and responding to media inquiries on legislative changes.
Julia looks forward to supporting and advocating on behalf of Indiana health centers to improve access to healthcare for Hoosiers across the state.
Role at IPHCA
Researches strategies and crafts policies to improve access to healthcare for all Indiana residents
Monitors and reports on emerging legislation and government policy areas about IPHCA and members
Advocacy work and policy education for community health centers
Evaluates the impact of legislative and administrative actions on IPHCA members
Develops and maintains relationships with key partners
