Chief Executive Officer – Phil Morphew, MBA

Phil Morphew is a graduate of the Indiana University School of Business. He has a master’s degree from the Dartmouth Institute for Health Policy and Clinical Practice. For most of Phil’s professional life he has been involved with health care quality improvement, both at Health Care Excel where he served as CEO from 1980 to 2001 and as an active member and officer of the American Health Quality Association. Phil left Health Care Excel in 2001 to join the Peace Corp as a volunteer in Zimbabwe, and he has remained engaged in Zimbabwe as a social entrepreneur. Prior to joining IPHCA, Phil was a Senior Associate with The Regis Group, where his focus was on governance and strategic planning in the non-profit sector.


Director of Operations – Nancy Stassen, MBA

Nancy Stassen is a graduate of the University of Pittsburgh and a Pennsylvania native.  She also earned an MBA from Loyola Marymount University during her first career in quality assurance/business management at Hughes Aircraft Company in Los Angeles, California.  After re-locating to Indianapolis, she began her second career in state government where she held a variety of progressively responsible fiscal and operational positions.  Her third career is in the not-for-profit sector.  She comes to IPHCA from Horizon House, a provider of day services to the Indianapolis area homeless, where she held a similar position.  Nancy looks forward to helping IPHCA and its members in their efforts to promote primary health care for all Hoosiers. 


CHC Programs Manager – Carla Chance, RN, PCMH CCE

Carla Chance graduated in 1978 from Indiana University with a Bachelor of Science in Nursing. In 2008 she successfully completed the Community Health Center Executive Management Fellowship, and in 2014 she became a Patient-Centered Medical Home Certified Content Expert from the National Committee for Quality Assurance.  Carla has worked as a hospital nurse and public health nurse. She has also worked at Anthem in a variety of positions including fraud and abuse investigator and nurse reviewer for the Cost Guard unit. In 1988 she was employed by Wishard Health Services (WHS) as a patient account auditor until she took a management position in the Quality Management Department. She has over 25 years of experience in the healthcare quality field. In 1998 she left WHS to take a position with the Indiana Primary Health Care Association where she has held several different positions and is currently CHC Programs Manager. 


IQIN Director– Angela Boyer, MHA

Angela Boyer is a graduate from Indiana University with a Bachelor of Science degree is Medical Technology and a Master’s degree in Healthcare Administration, where her academic concentrations were in health policy and health economics with particular interest in disadvantaged and medically underserved populations. Angela’s professional career has focused on improving access to quality primary care services for Indiana’s vulnerable communities. Her professional experience includes leadership in health workforce development programs; health services research and evaluation; Medicare and Medicaid risk-based managed care plans; and Indiana Medicaid medical policy analysis. She has held positions on a number of local and national boards and committees, notably including service on an FQHC board and NACHC Public Policy and Board Member committees.


Health IT Director, IQIN – Kislaya Kunjan, PhD

Kislaya Kunjan attained his PhD in health informatics from the Indiana University School of Informatics and Computing (Indianapolis, IN). His dissertation was on the design and implementation of a multidimensional big data analytics platform for community health centers. He has authored multiple publications in the area of community health center informatics. Prior to his doctoral studies, he received an MS in Mechanical Engineering from Purdue University (West Lafayette, IN) and an MBA from Cornell University (Ithaca, NY). His professional career has spanned working as a sales engineer with Saint Gobain, product management with Johnson & Johnson, co-founding and leading a medical device start-up, and management consulting with the Marion County government. 


 National Health Service Corps Program Director – Natalie (Brown) Morrison, MPH

Natalie (Brown) Morrison received her Bachelor of Science in Psychology from Indiana University, Bloomington, in 2004. She went on to receive her Master of Public Health degree from Indiana University, Bloomington, in 2006. As a Health & Safety Services Intern at the Monroe County Chapter of the American Red Cross she implemented an educational outreach tool and provided demonstrations to elementary school children within the Monroe County Community School Corporation. Natalie came to IPHCA in 2007 as Grassroots Coordinator, working toward the successful passing of the Healthy Indiana Plan as well as increased funding for Indiana Community Health Centers. She then provided data analysis for members submitting grant applications through President Bush’s High Poverty County Initiative in her role as Data & Knowledge Management Specialist before moving to her current position.


 Training Program Director - Pia Meyers

 Pia Meyers is a graduate of Florida State University with a Bachelor of Arts degree in Education. She began her career as a public school teacher and has spent the last 16 of her 30 professional years in adult education, specializing in the Healthcare and Mortgage industries, as well as training for Federal and State governments. Pia was on staff at Ascension Health to develop and deliver the electronic medical records training, for adoption and implementation to St. Vincent Hospital staff in Indiana. In this role, she was the lead in developing and delivering onsite, web based and virtual training to pharmacists, and assisted with training delivery to physicians and clinicians across the state. Most recently, Pia was with Eli Lilly as an Instructional Designer, and at a local software-as-a-service (SAAS) technology solutions company where she was certified to administer their learning management system (LMS). Pia served as the Executive Administrator for a travel marketing company, where she coordinated nation-wide conferences for airline, hotel, car rental and other affiliated partners in the travel industry. Pia’s additional certifications include Instructional Design, and Training Project Management, and a certificate in Project Management from IUPUI.


 Quality Improvement Coordinator- Funke Oladele

Funke Oladele obtained a Bachelor of Science Degree in Psychology-Clinical Rehabilitation from IUPUI and a Masters of Business Administration with Health Management focus from Indiana Wesleyan University. Funke has been in the healthcare field for about nine years focusing on Care Coordination, Case management, Practice management, Quality Improvement, and Wellness Coaching. She spent more than five years working at Eskenazi Health as a Care Coordinator in one of the Community Mental Health Clinics, coordinating care and resources for the underserved population with mental illness; she has also worked as a Doctor’s Practice Manager, managing business operations and leading quality improvement initiatives, and as a Health Coach with a health management company providing lifestyle Coaching to Corporate Health Plan Recipients


Finance and Operations Program Director  – Drew Thomas

Drew Thomas received his Bachelor of Science degree in Health Science with a double minor in Public Health and Interpersonal Relations from Ball State University.  Drew comes to IPHCA with a managed care Medicaid background including four years at the Indiana Office of Medicaid Policy and Planning (OMPP) and three years at St. Francis Health Network. Drew has worked in Medicaid since August of 2001 and looks forward to using his experience to assist health centers.  

 

Oral Health Program Director - Karla Marin

Karla Marin was born and raised in Caracas, Venezuela; Where she earned her degree as a Dentist from the “Universidad Central de Venezuela”. Karla has wide experience as a dentist and in  clinical dental settings. Also, over the years, she has gained a lot of administrative and dental clinic operation knowledge.  In her most recent position she managed the dental program in one of the largest FQHC in Indiana. Karla  looks forward to working with the health centers to improve access to oral health care, strengthen oral health integration, an enhance the public perception of the value of oral health as part of the overall health.


Membership Director – Jason Bundy

Jason Bundy received his Bachelor of Arts in General Studies from Indiana University, Purdue University, Indianapolis with concentrations in Anthropology and Religious Studies. He has 14 years of sales experience where he was responsible for sales, customer service, and training and education of not only his customers, but also surrounding staff. Jason has found that listening combined with honest and immediate responses leads to the best outcomes for everyone involved with a process. Re-entering the health care field on the administrative side allows Jason to utilize his top customer service skills in a compassion based environment.


Center for Workforce Sustainability Program Director –Tina Darling MPA

Tina’s educational training was obtained at the Indiana University School of Public and Environmental Affairs, where she earned a Bachelor of Science degree in Public Affairs/Mass Communications (Bloomington), a Graduate Certificate in Public Management and a Master of Science degree in Public Affairs/Public Management (Indianapolis). Her professional background includes both the private and public sectors, facilitating banking industry compliance with the Community Reinvestment Act, and providing executive program management at the Indiana University Medical Center in Indianapolis. She has directed interdisciplinary program development of statewide community outreach initiatives, lay and professional (medical) education, state and national conferences, and fund development.

Executive Assistant Mary Westerbeck

Mary Westerbeck is a graduate of Purdue University with a degree in Retail Management. She  began her career in sales, and spent ten years working for three fortune 500 companies. After taking a brief period to raise her family, she then worked with Lawrence Township for twelve years in various support-staff positions as assistant to the principal, and treasurer. Prior to joining IPHCA, Mary spent five years with IUPUI as senior administrative assistant to the associate dean of the Lilly Family School of Philanthropy. Mary chose IPHCA because she is passionate about IPHCA’s mission.


Policy Analyst – Lisa Mangifico

Lisa Mangifico received her Bachelor of Arts degree in Political Science from IUPUI in December of 2013 with a focus on political philosophy, gender studies and law. She served as a constituent services intern at the Indiana House of Representatives and assisted three state representatives during the 2014 legislative session. Lisa is currently pursuing a doctor of jurisprudence and health law certificate at the IU Robert H. McKinney School of Law. As a member of the IPHCA team, Lisa assesses, recommends, and advances policies that enhance the work of community health centers.


Quality and Data Coordinator – Jasmine Page, MPH

Jasmine Page is a graduate of Indiana University, Bloomington where she received her Bachelors in Science in community public health. Upon completion of her degree, she continued her education at the University of Michigan where she earned her Masters of Public Health with a concentration in health management and policy. Jasmine brings to IPHCA her experience working with federal, state, and local health agencies on improving access to health care and ultimately health outcomes. Prior to joining IPHCA, Jasmine worked as a quality improvement intern with a managed care entity where she researched and analyzed clinical data on the organization’s members. Jasmine looks forward to working with Indiana health centers by using data to improve performance and expand access to quality health care for Indiana residents.


Finance and Benefits Administrator –Ashley Mason

Ashley Mason received her Bachelor of Science in Accounting from Western Governors University in 2015. She is currently the Finance and Benefits Administrator for IPHCA. Prior to joining IPHCA in August 2017 Ashley worked as an accountant in a small manufacturing company. 


Outreach and Enrollment Administrative Specialist - Jenny Walden

Jenny Walden comes to Indiana Primary Health Care Association with over 20 years of benefit enrollment including health, dental, retirement plans, and other employer benefit programs. In the last 10 years, Jenny has developed Outreach & Enrollment teams within Federally Qualified Health Centers. She is looking forward to finishing her degree in Health Care Management and supporting Outreach and Enrollment in health centers by using her knowledge in state and federally funded programs, such as HIP 2.0, Medicaid, SNAP, TANF, and SSI/SSDI.


IQIN Administrative Specialist- Laura Totten

Laura Totten is a graduate of Wittenberg University with a Bachelor of Art degree in Psychology. Laura has previous experience as a Recruiter for the Community Physician Network where she was responsible for staffing 70 physician offices.  She has also worked as a Teacher Assistant with a preschool cooperative and has customer service experience within a call center environment.
