Outreach and Enrollment
 What is Outreach & Enrollment? 

Often called O&E, Outreach and Enrollment is a national initiative to spread awareness about the Patient Protection and Affordable Care Act (ACA) and increase the number of insured Americans. The IPHCA O&E team works with community health centers across Indiana to expand access to health care through application assistance, patient education, and community outreach. IPHCA strengthens the statewide O&E network by providing technical assistance, guidance, and training to federal Navigators, Indiana Navigators, Certified Application Counselors (CACs) and other O&E professionals. In September 2015, IPHCA was awarded a grant from the Centers on Medicare and Medicaid to provide services as a federal Navigator organization. Through this funding, IPHCA has a network of federal Navigators in eight community health centers across the state.

Who can Help me Apply for Health Insurance?

Indiana Navigators

An Indiana Navigator is certified through the Indiana Department of Insurance to provide free, unbiased application assistance for Indiana Health Coverage Programs such as the Healthy Indiana Plan (HIP), Hoosier Healthwise, and the Children’s Health Insurance Program (CHIP) as well as insurance affordability programs and qualified health plans (QHPs) on the federal Health Insurance Marketplace. Indiana Navigators also provide consumer outreach and education and assist with special enrollments, exemptions, and appeals. Federal Navigators

Federal Navigators are selected and funded by the federal government to provide free, unbiased application assistance. 


Certified Application Counselors

A Certified Application Counselor (CAC) is certified through the Centers for Medicare and Medicaid (CMS) to provide free, unbiased application assistance on the federal Health Insurance Marketplace. CACs also help individuals understand their health coverage, apply for special enrollment periods and exemptions, and file appeals.
